The renaming policy dictates the policy for Global renames. Global renames can be carried out by any steward, and system administrators have the ability to do so for technical reasons.
Simple Renames edit edit source
Simple renames, i.e changes from one non-controversial username to another that is not taken can be done at Special:GlobalRenameRequest. A steward will review your request and initiate the rename.
Simple renames from a controversial username, such as a promotional username to another should usually be requested at Special:GlobalRenameRequest, however if you are (globally) blocked, you may request a rename on your Meta talk page.
For technical reasons, IP addresses cannot be renamed.
Complex renames edit edit source
Complex renames, i.e changes to an in-use username cannot be requested at Special:GlobalRenameRequest. For that reason, we ask that you request complex renames on the talk page of this page (Talk:Renaming policy). The account you wish to usurp must have no significant logged actions/edits (excluding vandalism etc). After a 14 day waiting period after notifying the user you wish to usurp, the rename will be completed.
