Steward and community global bans are only instituted when all of the following apply:
*A user is persistently disruptive, preferably globally.
*A simple global lock would not suffice, for reasons that include the fact that a user is established.
*and the user is incorrigible, they have been given multiple warnings or blocks for their behavior.
The Technology Team can only institute a global ban when it is critical to site infrastructure or security, and Community Support and Safety does not respond within a reasonable period of time.
The Community Support and Safety Team can institute global bans for Terms of Service or Foundation policy violations or harassment.
