What motive would Globe have for doing something like this? None - he'd be reprimanded and likely removed from power.

What motive would Cocopuff have for doing this? Everything. Cocopuff is already globally banned from WikiOasis and therefore has nothing to lose here. By trying to frame this as a rogue WikiOasis staff member while publicly opposing the platform, he would be tarnishing WikiOasis' reputation with plausible deniability.
