==Global locks and blocks==
GAs and Stewards have the power to globally block or lock user accounts, IP addresses, and temporary accounts. For GAs, that power should only be used in clear cases, such as cross-wiki disruption that cannot be mitigated by a temporary global block, committed by a non-established user. Policy violations beyond just vandalism, spam, or other clear forms of disruption, should not be locked or blocked for by GAs. This includes violations of the Global Conduct Policy and the Content Policy.
