I'd strongly advise the candidate to find other ways to help that don't require global rights; perhaps in the future they can be reconsidered. And coached on how to use the tools if they can show maturity in the future. I don't find them being an "admin of Italian brainrot" a sufficient reason to be a global admin, as there is way more to it than just being a local admin and other tools to learn how to use that a global admin has access to.
