Global Rights Policy
Policy detailing guidelines for use of global tools.

The WikiOasis community elects various people who hold global rights to perform global functions. "Global" means active on all wikis, as opposed to "Local", which means active on a specific wiki. This policy details guidelines for use of global tools.

Users holding global rights follow the principles of community governance.

Global rights and Meta

Those who hold global rights have a special relationship with Meta (meta.wikioasis.org). Stewards serve exclusively as Meta Bureaucrats and as Meta Administrators by default. This means Stewards participate in the local administration of Meta.

Global Administrators and Global Patrollers, who are not also Meta Administrators, may use their tools on Meta to combat clear and obvious misconduct. When in doubt, or if there is a complex dispute or any policy discussion, they should refer to Meta Administrators and Stewards.

Global rights and local communities

WikiOasis values local autonomy whenever possible. However, the volunteers might work with local communities to prevent disruption, vandalism, and spam. Therefore:

  • Stewards and CVU may collaborate with local administration to prevent disruption.
  • A local bureaucrat may request to opt out of counter-vandalism intervention by application at Steward Requests. However, this is at the discretion of Stewards, and if the wiki goes dormant or there is an uptick in unpunished vandalism, Stewards may revoke this opt out in order to combat vandalism.
  • Stewards still have ultimate authority to penalize violations of global policies.

Opting out

The system is opt-out based (includes all wikis except specified). The list of included wikis can be found here. Stewards can always edit all wikis, whereas GAs and GPs can only edit wikis included in the list.

As noted above, a local bureaucrat may request to opt out of counter-vandalism intervention by application at Steward Requests.

Global locks and blocks

GAs and Stewards have the power to globally block or lock user accounts, IP addresses, and temporary accounts. For GAs, that power should only be used in clear cases, such as cross-wiki disruption committed by a non-established user.
