==Global rights and local communities==
WikiOasis values local autonomy whenever possible. However, we want to work with local communities to prevent disruption, vandalism, and spam. Therefore:
*Stewards and CVU may collaborate with local administration to prevent disruption.
*A local community may enact a policy to further limit this role.
*However, Stewards still have ultimate authority to penalize violations of global policies.
