Global rights and Meta
Those who hold global rights have a special relationship with Meta. Stewards serve exclusively as Meta Bureaucrats and as Meta Administrators by default. This means Stewards may participate in the local administration of Meta. Global Patrollers and Global Administrators who are not also Meta Administrators may use their tools on Meta to combat clear and obvious misconduct. When in doubt, or if there is a complex dispute or any policy discussion, they should refer to local Administrators and Stewards.

WikiOasis values local autonomy whenever possible. However, we want to work with local communities to prevent disruption, vandalism, and spam. Therefore:
- Stewards and CVU may collaborate with local administration to prevent disruption.
- A local community may enact a policy to further limit this role.
- However, Stewards still have ultimate authority to penalize violations of global policies.
